Mundo's country rating is essentially a freedom index whereby our team of specialists rates a combination of freedoms, including freedom from violence and personal attacks, financial freedom from high taxes and other government levies, and business freedom from government interference.
Ease of business: 8
Portugal may seem like your typical European country: High taxes, tons of regulations, and socialist policies. But if you dig a bit deeper, you will found out more than that. But, first, incorporating a structure is a swift process that takes less than a week. Second, all processes are transparent, and the public entities are efficient. Third, Madeira changes everything. The Madeira Free Zone is an oasis for lovers of the free market in Europe.
Taxation: 9
Again, if we go for the typical, Portugal might not seem a good choice. A top 48% income tax rate scares many people, and a 21% corporate tax rate is far from ideal. Yet, again Madeira stands out with its 4% corporate tax rate. Plus, if you are a Golden Visa holder, you may apply for the non-regular resident regime. You will receive a full tax exemption on your foreign-sourced income from the following sources:
- Dividends
- Interest
- Real estate income
- Capital gains from the sale of real estate
- Occupational pensions
- Royalty
- Business and self-employment benefits derived from eligible occupations
Personal safety: 10
Portugal is one of the safest countries in the EU. Violent crimes are unheard of, and even petty crimes are uncommon outside of tourist areas. People usually sleep with the doors unlocked, and many buildings do not even have a lock. Probably the worst that can happen to you in Portugal is getting too much suntan or being a bit dizzy after drinking too much Madeira wine.
Political stability: 9
After decades of a rough dictatorship, Portugal has been an example for Europe. It has enjoyed the utmost stability and peaceful transfers of power. Plus, even though the government is a left-wing coalition, it has understood the necessity of a strong business sector and has fostered tax incentives and reduced regulations.
Lifestyle: 10
Portugal is one of the most sought-after tourist destinations globally, with over 16 million visitors per year. Lisbon and Porto are commonly ranked among Europe’s best cities, and Madeira has beauties like Pico Ruivo. Also, it enjoys excellent life quality while prices are generally lower than the rest of Europe, especially Madeira. Plus, the country has wonderful beaches and relaxing countryside. Also, it enjoys fantastic nightlife and endless wine trails. Portugal has something to offer for all tastes.
