With the Friendly Nations Visa, real estate is not mandatory; it's one of the options. The program is based on nationality, providing eligibility to citizens from the so-called friendly countries. These are nations with whom the country of the canal keeps good relationships and whose citizens contribute to the local economy, the nation’s growth, and cultural enrichment in general. 

Secondly, applicants must prove to have a financial connection to the country, and this is where real estate comes in. These connections can be proved by having a work contract (which must be from a local company and duly registered in the Ministry of Labor), establishing your own company and hiring yourself, or buying property. In this case, the unit must have a value of at least 200,000 dollars.

Temporary residency

With a $100,000 investment, the applicant can obtain a 2-year permit by investing in teak land. With the purpose of encouraging reforestation, the government has set forth this program through which the applicant buys land for growing teak wood. 

The peculiarity of this approach is that ROI is expected in the long term (approximately 25 years), unlike apartments or houses, in which you can expect a more immediate ROI (or none at all), depending on the market’s fluctuations. 


Permanent residency

The reforestation approach has two layers, the second one providing immediate permanent residency for $350,000. Although this approach may appear complex, there are agencies that manage the process for you: planting of the grove, maintenance, bookkeeping, reports, and logging.

Self-Solvency Visa

By allocating $300,000 in a fixed-term deposit (plus $2000 for each dependent), the applicant can obtain a permit valid for two years, after which it can be renewed into a permanent residency. Regarding citizenship, we have already established at the beginning of this article: it can be obtained through traditional naturalization after five years of permanent residency. Other options available through Self-Solvency are 300,000 dollars in real estate or a combination of both. 

We would like to point out that, while self-solvency may have been a valid option a few years ago, now Qualified Investor beats it because it offers permanent residency for the same amount.

Documents Required for Application

Some documents are required for most programs, while others are more specific. Those specific documents are generally linked to the purpose of the visa. Thus, applicants for the pensionado program will have to submit a document proving that they have a lifetime pension, plus proof that the issuing entity exists.

Qualified Investors will have to prove that they have purchased (or made a payment of $300,000 for) an apartment or a house, which can be ready-made or under construction.

The funds must come from legal sources and from abroad. In all cases, the property must be under the applicant’s name. If it’s under an entity’s name, the applicant must be the ultimate beneficial owner. 

Other documents apply to most alternatives and include passport-sized photos, clean criminal records, a certificate of good health, proof of solvency, and proof of relationship with each applicant (birth and marriage certificates).


Family Inclusion in Applications

As a general rule, applicants can include the spouse, children, and parents. As for children who are over 18, they must be full-time students at a university and can be included only till the age of 25. Finally, all family members must be financially dependent on the main applicant.

The longest part of the process is the preparation, while the processing time (once submitted) takes approximately 30 working days. Before that, the process takes approximately three to four months, during which the applicant must proceed with the purchase, sign documentation, and gather the documents to be presented before the migration authorities. The process could be shortened if the applicant is good at time management; however, some processes, like notarized translations and apostilles, take time.

The country of the canal restricts foreign ownership of property within 10 kilometers of the border with Costa Rica. Those who want to engage in short-term rental activities should keep in mind that these are strictly regulated. Renting an apartment for less than 45 days without a permit is illegal. This is why now most developers are getting this permit from the projects’ earliest stages (before construction). 

Finally, you should conduct further research and consult with an expert to make sure you're buying a titled property and not a concession, that is, the right to use the property without you owning it.




Liquidity Risks

Real estate is, by definition, a non-liquid asset, so if this is your main objective, you shouldn't be looking into this sector at all. Even for fixed-term deposits and stocks, there are specific time requirements to hold the investment. The most powerful advantage of this approach is obtaining residency, not liquidity.

Yet if you are looking for liquidity within the sector, reports indicate that Costa del Este is the most “liquid” neighborhood, as properties sell fast and hold their value. The reason is clear: it offers an outstanding combination of city life and pedestrian/bike-friendly urbanization, which is uncommon in downtown Panama. 


Construction Quality Concerns

Construction quality should be a concern and something to have in mind. One option is to choose an already built apartment whose quality you can see with your own eyes. If you're going for preconstruction, make sure to visit other condos by the same developer and analyze their history and portfolio.

First of all, the programs grant residency, not citizenship (see the above question).
